Leeds has solidified its position as a major innovation hub in the UK based on research by Leeds Digital Festival and The Data City. The city has outperformed other regional towns in tech sector growth since 2024 and is home to thousands of firms and employees in the digital and tech space. The research examined data from over five million companies in the UK.

The state of Leeds tech ecosystem

The tech ecosystem in Leeds grows at an impressive annual rate of 20%, which is 125% faster than the UK average of 13.8%. The city has established legal structures that allow firms to launch and scale their products and services with ease. Sectors such as healthtech, fintech and online entertainment, like online roulette, have seen upticks in user engagement across the region since more people in Leeds now have access to high-speed internet and mobile-first services. Another reason for this growth is the adoption of artificial intelligence (AI) to automate design and development.

Venture capital investment in the UK, which grew 12.5% in 2023, was also one of the major factors that contributed to this tech growth. However, access to skills remains a pain point for the tech sector but continuous government and private efforts are in place to bridge that gap.

A huge talent pool

Local talent is a key part of the city tech ecosystem. The UK tech nation programme and Leeds digital strategy ensure that talent is never in short supply for founders and businesses. There are also regular job fairs that connect students and talent with companies that need their services. The tech space is highly competitive but also supports the growth of new startups.

Leeds also attracts entrepreneurial leadership from diverse backgrounds. Foreign talent is drawn to the affordable housing and competitive wages the city has to offer.

Infrastructure

Efficient transportation and affordable housing are two crucial infrastructures that drive growth in most sectors. Transportation challenges have become more pronounced as more people return to offices in 2025. There are targeted support programs for women-owned businesses and other demographics that may otherwise lack support.

Investment companies that buy shares in startups make up the largest group of investors in Leeds. These firms account for 53% of all investment deals announced since 2011. Corporate companies are next at 9% and banks make up just 8%. Mercia Asset Management is the biggest investor in the city.

Most of this money comes through their Northern Powerhouse Investment Fund (NPIF) Equity Finance fund, which is a government program that provides over £500 million to help small businesses and entrepreneurs in Northern England. The European Regional Development Fund supports this program to bring together the British Business Bank and 10 local business partnerships across the Northwest and Tees Valley regions.

Business Growth Fund (BGF) also invests heavily in Leeds companies. Recent reports show BGF is the most active regional investment fund in the UK. BGF has joined more than 15 funding rounds since 2011. Crowdcube and Finance Yorkshire follow closely behind.

The city is among the most affordable areas in the UK, which is a massive plus for tech firms and other companies. This allows the skilled workforce to enjoy a lower overhead while working in Leeds under excellent conditions. Startups that want to launch faster in a conducive and growth-enabling environment can lean on the city’s growing population.
